The report is titled "Talking Barents - People, borders and regional cooperation". A rapidly growing international interest in the High North opens new oppportunities and challenges for the established cooperation structures in the region. At the same time, more cross border contacts and trade spurs changes in the cross-border regimes.The High North has a special position in East-West relations. How the Barents Cooperation continue to be a successful platform for East-West interaction, is one of the key questions in the first edition of Barents Review.
Barents Review is developed and written by the staff of the Norwegian Barents Secretariat. This years edition has chapters about politics, security, projects cooperation, energy and transport, cross-border travel, Russian regional development and indigenous peoples. The Norwegian Barents Secretariat plans to publish an annual edition of Barents Review in the future, with changing focus for each edition.
The first report is edited by Atle Staalesen. Contributors to the report are Rune Rafaelsen, Margrethe Alnes, Oddgeir Danielsen, Christina Henriksen, Thomas Nilsen, Trude Pettersen, Andrey Shalyov and Atle Staalesen.
