Vacancy: Barents Youth coordinator Murmansk

There is a vacancy as Executive Officer at the Barents Cooperation Office in Murmansk. The Executive Officer shall provide information and guidance for youth groups, organizations and networks on: national and international resources for funding of projects and common activities, , implementation and follow-up, give advise and help in finding partners for multilateral youth activities.

The Barents Youth Cooperation Office (BYCO) is established by the Working Group on Youth Policy (WGYP), currently theJoint Working Group on Youth (JWGY). The JWGY is composed of representatives from ministries responsible for youth policy in the 6 member states of the Barents Euro-Arctic Council, representatives from the 13 regions of the Barents Regional Council and representatives from indidgenous youth in the Barents Region. BYCO is financed by the Russian Federation, Finland, Sweden and Norway.

The overall objective of the Barents Youth Cooperation Office (BYCO) is to promote multilateral cooperation in the youth field in the Barents Region. BYCO shall contribute to the implementation of the work programme of the JWGY. The BYCO Executive Officer shall be appointed by representatives from the 4 countries financing the Office and has got its mandate from and shall report to the Joint Working Group on Youth (JWGY).

Tasks of the Executive Officer
The Executive Officer shall provide information and guidance for youth groups, organizations and networks on: national and international resources for funding of projects and common activities, , implementation and follow-up, give advise and help in finding partners for multilateral youth activities. The Executive Officer slall contribute to the implementation of the JWGY work programme and act according to the decisions made by the JWGY. The Executive Officer shall give assistance to the work of the Barents Regional Youth Council (BRYC).

The Executive Officer shall participate in the meetings of the Joint Working Group on Youth and in other important meetings such as Ministerial Conferences, etc. Furthermore the Executive Officer shall stay in close contact with the chairs of the JWGY, the regional and local administrations in the Barents Region and be in regular contact with other cooperation structures and organizations active in the northern part of Europe. The Executive Officer shall visit all regions and countries on a regular basis.

The Executive Officer shall present an annual Work Plan and an Annual Report to the JWGY. The JWGY decides on the BYCO’s Work Plan during the WG’s autumn meeting, and the Annual Report in the Spring meeting.

The executive Officer is at moment the only employee at BYCO.

Profile of applicants and skills required
To fill the post as Executive Officer of BYCO we are looking for a young person in the age of 18 – 30 years. Candidates shall hold an academic degree Candidates shall have at least three years professional experience in the field of youth policy and/or experience from international or regional youth cooperation or experience from voluntary work in NGO's.

The person must have good language skills, fluent in Russian and English both oraly and in writing. Knowledge in one of the Nordic languages will be of advantage, but not needed/requested. Experience in international youth work and youth cooperation, especially in the Barents Region is needed, as well as experiences in project management and organising international projects. The applicant has to be prepared to flexible working hours and prepared for travels in the region. Ability to cooperate with the members of the JWGY, with the regional authorities and with various actors in youth cooperation in the region is need.

The applicant should have knowledge of the main aspects of the Barents Cooperation, especially in the field of youth cooperation. We are looking for candidates having extensive knowledge about the situation and the living conditions in the Barents Region and the cooperation in the Region, excellent interpersonal/ human relations skills and ability to develop cooperative and professional working relationships with a wide range of actors, the ability to develop strategies and plans for the work of BYCO.

BYCO has its office in Murmansk together with the Norwegian Barents Secretariat local office and the Information Office og Indigenous People.
